If the R-12 just needs a recharge I'd go that route. If it ain't broke, don't fix it.
First thing I'd do is take it to a shop and have them vacuum the system. If it holds a vacuum you are in good shape. Just have them refill with r-12.
If it doesn't hold a vacuum, the lack of use has probably caused the seals to dry out. If you've got dried seals, you are going to have to replace them anyway so I'd go with the r-134 conversion at this point.
You need to have the system totally evacuated and flushed. R-134 is not compatible with r-12 so you need to get all the old oil and refrigerant out. Then just replace the high and low fittings at the compressor and the receiver/drier (a must) and you'll be good to go. The AC should be plenty cold enough for Buffalo, NY.
