Hall sensor/ no start condition double-team!

Several months ago my '84 8v Turbo was having stutters randomly at all speeds and eventually just stopped firing. It would hit for about one second upon ignition and then quit. I think that I've got this traced to the classic hall sensor frayed wire diagnosis, however my car now will not even turn over for me to test whether my assumption is correct. When I turn the key, all I get is a wild jump of the tach and fuel gauge, low voltage to the dash/ control console, a click from what I assume is the solenoid and a weird electrical buzzing from under the hood. I've tested the ground (good), tested for voltage and resistance at the starter motor (good, good), even smacked the solenoid with a hammer, all to no avail. My battery doesn't seem to be holding a full charge. Could this no-start simply be a bad battery? I tend to not think so since the car won't even start with the battery charger switched over to the 55 amp "jump start". Any ideas?
