Need help w/ anatomy of evap. housing

Traced a water leak to the seal at the firewall where evaporator housing passes through. When I spray a mist into the fresh air intake, that water finds its way to the base of the housing, then to the floor. The sides of the firewall opening are rusted (when I pull the seal away), so it appears that the water is not simply collecting at the bottom of the housing and leaking, but rather running between the firewall and the seal along the sides. Both drains are clear and functioning.
What I don't get is how is that water getting out of the housing to begin with? It looks like the rubber seal was intended to keep water from entering from the engine bay through the thin gap between firewall opening and housing.
Isn't the evap housing a one-piece bucket that passes through the firewall? Or is there actually a seam where two pieces of the housing are joined, and leaking? I can silicone the gap at the firewall, but now I'm not sure that will do anything if the leak is actually 'inside' the passenger compartment.
Any help understanding how this housing is assembled/installed is appreciated. The work involved in pulling the evaporator is not appealing.
