3 things to check.
1) Are the e-brake cables actually pulling the caliper arm to engage the brake?
2) If not, either the cable needs adjusting, may be loose under the back seat, or may be rusted and not allowing the internal part of the cable to move freely.
3) If the cable is moving the caliper properly, you probably need to adjust the caliper piston. You do this by chock/block the wheels, and release the e-brake lever in the interior console of the car; jacking up the car, removing a rear tire, removing the e-brake cable from the caliper,removing the 14mm cover cap (bolt) on the inside of the caliper (near the e-brake lever on the caliper- this is sometimes quite rusted- be careful not to round off the head). Then use a 4mm external hex allen wrench to adjust the piston adjusting screw in just to where you can no longer spin the brake rotor (not too tight). This pushes the caliper piston against the brake pads. Then back the adjusting screw off 1/4 to 1/2 turn; the wheel/brake rotor should now rotate freely without any brake pad friction. Then reconnect the e-brake cable to the caliper arm. Set the e-brake lever in the car interior, and check the wheel/brake rotor rotation. If it is locked up as you would expect, problem solved. If not, you'll need to get a copy of the Bently manual procedure and adjust the cables (more involved).
