This should hold vacuum. Not the wiring, but the tubing.
If you've got a leak in the off position, check the hoses to the recirculation servo. Also, with the switch in the off position and the engine running, be sure the recirculation flap closes. If that works, turn on the recirc switch with the vents on any position except for off and full blast (7:00 on the dial). Stall out the car somehow but get the ignition switch in the run position; the recirc flap should stay closed and NOT drop down. If it drops you've most likely got a leak in the recirculation vacuum hoses (between the solenoid and the firewall or between the firewall under the evaporator housing and the servo or the servo itself).
I had a bad servo (not named Tom) on my convertible. The flap would not shut.
If the recirculation switch does not glow bright green when it is depressed, the central locking control unit has blown the fuse.
If the flap does not stay closed in the first place, even with the engine running, it is either the servo, the vacuum hoses, or the switch. I'd eliminate all other vacuum leak sources before going after the switch.
