You do not want to drive with 4-point belts on the street. Most are not DOT-approved, and are designed for cars with a roll cage. In the unlikely event that you are involved in a rollover accident, your spine could be crushed. Additionally, 4-point belts limit range of motion, making it difficult to reach dash controls, or look behind you.
You can disable the passive belts in the driving position by going into your car's toolkit beneath the trunk board and retrieving the two spare "tongues" that should be stuck in the foam in the kit. You insert each one at the end, or driving, position on the track; they snap into place. If these parts are not there, get them from a dealer. If they balk, you could politely point out the liability they are exposing themselves to by refusing to procure them for you.
You will also want to pull the two 25 amp fuses in the belt's "brain" loacated beneath the rear seat bench. Otherwise, the mouse tracks, if broken, may drain your battery.
If you are handy, it is not too difficult to replace the belts with standard three-point belts from a newer or older car (belts are single-use only, though; be sure the donors were not in a car involved in an accident). If you are a perfectionist, then you'll also want to swap out the headliner and trim, yours has special provisions for the tracks. There is a FAQ on this here on Saabnet.
