Adjusting the band(s) probably won't help, here's why; The rear band is only active for reverse gear and first range ("1" on the shift lever). The front band is the second gear band which is to say that it grips when second gear is selected but releases for third (or any other gear), so making it grip better by tightening it won't get you to third gear faster. Going from second to third is affected by releasing the second gear (front) band and applying the rear (drum) clutch. Your problem is most likely the result of the rear clutch applying late or sluggishly or the front band failing to release quickly. A damaged clutch pack can cause sluggish application of a drum clutch, does your ATF smell burnt? Does your car also go into reverse sluggishly? (That's the only other time that the rear drum is used). Valves in the valve body could be moving poorly, pipes could be loose or the govenor valve could be moving poorly (happens a lot on high mileage units). The govenor valve turns output shaft speed (centrifugal force) into upshift pressure. Sticky valves are the result of filthy fluid or fine metal filings in the system from a wearing bearing or drum or something. You should examine the condition of the fluid and filter, check for loose pipes (a rare occurence) and check the govenor valves for free motion. If she upshits to second efficiently then the front band is probably tight enough. The valve body has to come out to have it's valves checked and you may have a problem with the front band servo not releasing. Also, this could be as simple as an overtight or damaged throttle cable so check that first. (I always put the first thing to check at the end of my novels). When the throttle cable is "pulled" it precludes upshifting (it's often called the kickdown cable). It won't hurt to adjust the bands while you're at it but if that fixes the problem then I've been doin this all backwards. Good luck.
