ohh my,
the muffler is most likely full of water and catconverter which is keeping the motor from starting, take a look at the battery and look to see if its bulging or look as if its ready to blow up, if it is or not unhook the power to the car and give it at lest a day of drying and soaking up the water with rags, have a look under the rear seat to see if the gizmos there look at if there burnt or smell of being fried,
have a look at your fuses in the fuse box and then smell it for any sings of a burnt smell from wires under the box, replace any fuses if poped,
the radio shorting could be a wire behind the dash, or battery ready to pop (low power), or just plain not good, if you have a floor jack raise the front end of the car up in the air as far as the jack will go to drain the tail pipe and anything else that wants to fall out,
take your time drying use a hair dryer if able, and point it up under the dash driver-side fender wall. theres a cluster of wires that need drying there (if water got to them)
this is just awful so sorry to hear.
