When you rebuilt the master, were there any pits or scratches on the bore? I have a hunch that either a pit/scratch damaged a seal or you didn't install the piston seals properly, eg backwards.
You have tried all the proven techniques with no luck. At this point, i would buy a rebuilt master, throw it in and declare victory.
