The elements or thermostats are most likely failed by now. The cool part is they're pretty easy to fix well. First, check for continuity of the wire grid with an ohmmeter at the connector at the bottom of the seat. If that's no good, pull off the seat cover (five metal clips at the front, two long metal rods that pull out on the sides) and check for continuity of the thermostat. It's a breath mint sized thing just under the grid in the center, under or inside the pad. You should be able to feel it. If it's connected and it does not close electrically below 45-50 degrees, the thermostat is bad. While you're there, look for dark spots around the grid, signifying where breaks and burn-throughs are. You can check continuity between one of the thermostat contacts and the connector while you're there. Replacement thermostats are still available from Scab or from other sources.
The passenger seat also has a cut-out switch underneath. It's got a spring-loaded switch hooked between the seat grid and the seat frame. If it's disconnected, fix that first. With those working, the seat should automatically heat when the temperature is below 45-53 and cut out at around 80-85 degrees. There's a useful wiring diagram in the Bentley book (the out-of-print 8 valve book is still available from site sponsors.)
