Sounds like you are in need of either or both...
Ball joints attach the wheel hub to the control arms and when bad, you can wiggle the tire out and in from the top or bottom.
Tie rod ends attach your steering assembly to the same hub and if bad, you can wiggle the tire left and right as if steering....This is probably the reason for the wobble at 35-40.
Control arm bushings as oldsaab said, would just make it clunky over bumps if they are bad.
Ball joints are easy to replace, tie rod ends can require an alignment if you do not use the same manufacturer or are not careful.
Use only genuine SAAB (says saab on the box) ball joints. I use MOOG tie rod ends because they are garunteed for life.
