that's alota rust! do the calipers still work, ie they grab the rotor when asked, and then release?
I'd bet the loosen the wheel bolts about two turns after they break loose and do the figure eight will work. If it doesn't, snug them back up, do a several "emergency" stops from about 40 mph or so to *NOT QUITE stopping* to get the hubs rotor and all the rest of the stuff warmed up, loosen as before, and then do the slow speed figure eights.
of course there is always the bigger hammer theory...
