O2 sensor/AMM (CEL diagnosis)

I've had a check engine light problem om my 1994 turbo convertible that over time has gone from a nuisance to a real problem. The CEL used to only appear after the motor had been driven for some time to hot operation. Now it is gotten to the point that even starts are difficult because of rough idling.
When the hard starts began, I swapped out the AMM and the good AMM did no better than the original- still had rough idle.
Next step was to check the O2 sensor output. The O2 sensor did start to give fluctuating readings in the proper range after a couple of minutes, but I noticed the idle followed the voltage readings, When the voltage read low, the idle would get very low rpm and when the reading got high, the rpms went up. I then pulled the AMM connector off and the voltage fluctuation stopped, but the idle was more stable. Voltage reading were on the low end (0.15V). I figured when I plugged the AMM back in, the O2 sensor fluctuations would return, but it didn't happen. The voltage readings were steady, this time at the high end (0.75V). My interpretation of this is that the O2 sensor is totally shot.
Is this correct? Do bad O2 sensor symptoms progress like this to the point that the motor becomes hard to start? That is the surprising part to me. Any explanations/opinions are welcome.
