The flange could be the hub which goes inside the inner race of the bearing. I usually put the bearing into the spindle first using a brass hammer and the old outer race to seat it all the way in. Never hit the inner race to put the outer race into its bore, or vise versa. This will damage the bearing. When you put the hub into the inner race, use the old inner race to help put it on.
