Yes, it is retractable. There is a piece of 1/8" plate aluminum that goes at an angle from the bottom of the gauge panel to the rear inner top of the lower din. There are two channels cut in it--front to rear. They are the "track" that the pull-out piece rides on. Then there are screws in the slide-out piece that go up through the channels and into a retainer that holds the sandwich together. There is sticky-backed felt between the parts to make the piece slide out smoothly and keep it from getting scratched or rattling.
I've got to make a similar one for my indy friend without the gauge panel. I'll probably take pictures as I go along.
I will say one thing, there are many compound angles involved here. The console tips backward and toward the driver. Making something that will pull out level and perpindicular to the dash takes some figuring and head scratching. Additionally, the faceplate has to match all the angles of the lower din when it's closed.
