I have been connecting and reconnecting EVERYTHING in the dash lately and if your 86 is anything like my 91, the clock is in the speedo case and if so, take the driver's side speaker off and there are a few connections on the back of the speedo box. The harness on the left may be not connected right or have one of the wires spliced or something like that. A Bentley would help, but it should be one (or many) of the wires on that clip that control the power to the clock. ALSO, your clock could just be broken. Maybe a gear has slipped off. You can get inside and check on all that too if you want to take the time to open the speedo box, which means you have to take the dash out and pull out the box over the steering wheel (easy to take apart, kinda pain to put back together...)
