More Boost but poor acceleration?

'93 900T 101k
So this weekend my Saab mechanic friend replaced the head gasket, belts, fluids etc. as well as re-attaching the turbo clamp back onto the turbo housing (it had fallen off sometime ago) and tightening the wastegate actuator rod-so much has been taken apart.
For some reason the car is not running as well now as it did prior to the work. Before the work, the car ran great save for boosting only slightly into the yellow then it would sort of hesitate and remain at that boost level. Today the boost gauge goes almost into the red but strangely the car doesn't run as well. It seems now I really need to get farther on the accelerator to get the car up to speed than I used to. And acceleration is kind of jerky, stuttering almost, but as I get on the throtle the turbo spools and nearly hits the red. It feels like I'm really pushing against something to get going and the boost is hardly fluid or smooth.
Last night we were convinced APC Solenoid was to blame for my friend had detached the wastegate vacuuum hose from the solenoid and found the turbo to boost smoothly and into the red-but last night we were also getting only base boost. Could the APC solenoid still be at fault? could it be holding back fuel delivery?
I find these symptoms to be strange: more boost but running worse.
Has anyone any idea? Anyone experienced similar symptoms?
