knock sensor / boost problem

I see there are tons of posts about this but I got tired of searching all of them. I just wanted to run this by you fellows before I start throwing new parts at the car.
This problem is the same old same old. My 1988 16v turbo is not getting off of base boost. I've cleaned, lubed and checked the APC valve ane the system seems to be working fine. I disconnected and removed the knock sensor and the car ran great - boosting to just inside the red section of the boost gage. While the car was in this full boost mode I pushed the brake petal down slightly and the turbo went back to base boost. When I let up on the petal, the boost went back up to full.
I tested the knock sensor on an oscilliscope and the thing seems to be working fine. I have an extra sensior and it bahaved the same way on the 'scope. Once I put the knock sensor back on the car I was back to base boost.
Now I do have Bosch plug wires on the car, and I know the knock sensor is a peisioelectric device that is very sensitive, but is there anything else I could check before I replace the wires, rotor and whatever else?
