...where you patch with convertible top material.
Essentially, you use CLEAR silicon caulking material. You lower the top just enough so there is no longer tension on it. Then use some phone books or wood to secure it open. You get a patch of convertible material (from a junkyard, etc...) and cut it to a size the covers the hole, and then some. Tape off (with blue painters' tape cut to the size of the patch). Use duct tape or thread to loosely close the hole. Place the silicon inside the margins of the tape, and on the inside of the patch. Let the 2 get tacky. Press the patch onto the top and if you have powerfull magnets, place wax paper on either side of the tear (inside the headliner and outer top, and another upon the outer top) and use the magnets to hold together for 24 hours. If you have no magnets, get some welder's magnets or just hope the repair holds.
Some people place the patch on the underside of the tear. This leaves a straight thin streak of patched tear, but an invisible patch. It is harder, can be responsible for more mistakes, but some feel it looks better. Either method is secure and water tight.
