Is a metallic scraping noise normal for new rotors?

Because it is constant as I roll down the street. It is quite loud. I looked at the rotors and there are prominent cross-hatch type marks in them, but is it standard practice to machine them so that they are smooth going around? Additionally, I know that often there is some contact even with the brakes off, but the fact that it's so loud freaks me out a little. I guess I'm just wondering if my brakes are out of adjustment now or if this is a normal wearing-in process.
