I wouldn't say they're all that large, just that everything else seemed to get all squinty-eyed around 1994-96.
BTW, the huge headlights you refer to on the Volvo 240 series (american market plastic lens, 1986-1993) are absolutely worthless. Definitely not a safety feature.
I think they look great. The cornering/reverse/turn signal assemblies were developed for the 900 Aero in '84 while American cars' engineers were trying to find just the right replacement for deep shag. 900 brake lights (much more than the teensy bits of dull plastic on new cars, especially younger-market cars) were designed in 1981 for the big introduction of the four-door 900 when American cars wanted them in the bumper way down low where nobody could see them.
Headlights help you see what is in front of you in poor visibility, and therefore are a safety feature.
