You'll need to get the paint off the edge first. If they are already two-tone wheels (gray/silver) you need to remove the clear coat. If they are all grey, you need to remove the paint to reveal the bare aluminum underneath. If you don't plan to repaint the whole wheel you need to completely mask off the center section (everything but the rim you intend to polish). Trust me on this, it doesn't take but one slip with a sander or misplaced drop of stripper to destroy the painted finish. Use chemical stripper (my preference) or a detail sander to remove the finish and remove any MINOR curb rash. You can use varrying grits of wet sand paper to polish the lip after the finish is removed. Do not use DRY sandpaper. Use plenty of water or you will get deep lines in the finish from bits of hot aluminum that bond to the paper. Water helps keep the metal from getting too hot and gives you a nice smooth finish. You can do the final polish with polishing compound and a buffer.
The best way to do these wheels is to mount them on the front of the car, raise the front end and put the car in gear. The wheels will spin enough for you to hold your tool in one spot and get a nice even surface. Think of it as a big lathe. If you don't have a steady hand, make yourself something to prop your tool on. Just like a tool rest on a lathe.
Some people leave the lip raw and just apply a sealer now and again. I've had good luck with Eastwoods Diamond Clear. Whatever you use, be sure it has some heat resistance (like clear engine enamel). Wheels get hot.
