The bulb gets 12 volts from inside the cluster, and is turned on by a ground from the ABS ECU. So the 'low' side of the bulb comes out, and is apparently grounded if the light is stuck on.
If the problem is inside the cluster, only removing the bulb will help. The bulb low side comes out pin 10 of the cluster and connects to pin 27 of the ECU. If that wire is shorted to ground, the light will be on. If the problem is the light driver inside the ECU is stuck on, then removing the wire at either the cluster or ECU would turn off the light.
HOWEVER, that light can be turned on by a few other things. At the risk of making even more bears angry, I'll have to re-ask this question-
Does the ABS function work? If you stomp the brakes on a slippery surface (sandy, wet, leaf-covered), does the ABS kick in? The brakes will work fine with ABS dead, you just won't get ABS. Sorry for belaboring the point.
