The Saab APC system and boost gauge both measure at the manifold, to account for loss of pressure through the intake system.
As far as a blow-through versus a draw-through turbocharger configuration,
I think you may confusing the old, carburated cars where there was actually a choice of where to put the turbo versus the throttle plate with modern, fuel injected cars. There are not the same obstacles when you're dealing with fuel injected cars, and AFAIK no fuel injected car ever has ever had the turbo on the engine side of the throttle plate - that includes the Ford 2.3l turbo (of which I own two).
