Mileage is a major factor in diagnosing these trannys. They are GENERALLY good for 150,000 miles give or take a little, so a transmission with that mileage and performance problems is not a pretty picture. If it has closer to or less than 100,000 miles and won't upshift to 2nd then adjusting the flex band (which must engage to create 2nd gear), replacing the fluid and filter and adjusting the throttle cable might dial it in for another 50,000 miles or so. The symptom you describe is sometimes caused by unreliable function of valves and servos related to dirty, spent fluid. It's probably not wise to buy the car expecting those things to make it work unless it's sharp enough and cheap enough to justify putting another $1500-3000 in. That's the typical range for replacing the tranny with either a 5 speed or a good T37 automatic. Rebuilt trannys are going for about $1500 but the labor for the R and R is highly variable. Shipping of the replacement unit and core return can be hundreds of dollars too. You may pay well over $1000 for the labor to do the five speed swap. You can save some money by getting a used tranny but then you are gambling all that labor on an unpredictable transmission. You might suggest that the owner (seller) have the fluid and filter replaced and the adjustments made but if it works then he or she will likely want more for the car. Good luck.
