I'm a huge fan of the propane torch. Typically i'll heat the part in question and then douse it with water to cool it down. Repeat this heating/cooling cycle a few times and even the most rusted bolt should come free. I wouldn't worry too much about the bearing. It is a sealed unit (which should keep the grease in) and can be subject to some pretty high temperatures under normal use given its proximity to the brake caliper. Also, the steering knuckle and caliper act as a large and effective heat sink.
That said, i've not come across a caliper bolt that was rusted in place quite as badly as yours seems to be (even on some pretty rusty old cars). You didn't talk about it explicitly but i assume you tried using an extension on your ratchet to give you more leverage? If you did and it still didn't move i'm a worried that the bolt may have somehow been cross-threaded by a previous owner or mechanic. Not that this possibility would change your plan to use the propane torch just something to have a contingency plan in place for.
