Foglight Bumper Bolt Attachment Points - rusted ?

Hey guys, my newly acquired 90 SPG (red) was missing fogs... so I scroounged up a set of OEM brackets/lights/etc.
Upon trying to attach the brackets to the bumper, I realized very quickly that the mounting "threads" inside my bumper were rusted (I guess) and the bolts turned and turned and turned. So I looked and now I realize why there were no fogs on this car, the little sleeves that the threads are in are missing.
Anyway, i had another bumper I had in storage from my old car .. I looked, and of course, this one was even worse off (ie 3 of the thread sleeves in the bumper were gone, one was still there with a broken off bolt in it).
So. I'm sure others have run into this. What to do? I thought I might just put a nut on the back but unfortunately there's no way to hold it since you've got to have the bumper skin on when you mount the fog (i tried, you cant snug em up otherwise). I thought maybe I oculd rig up something with "riv-nuts" but those are pretty hard to come by.
