The SEM pint is matte/satin (definitely not shiny) and provides a good contrast with the edwardian gray body colour. The charcoal mettalic is a very close match to the original factory bumper colour and sheen.
I repainted the whole SPG body kit on my car with it because the previous owner had sprayed them with body-colour-matched paint. It really didn't look correct (no contrast) and the glossy finish made every tiny ripple in plastic the body kit visible.
Just do as many coats of the SEM as is necessary to cover the old bumpers (3-4 quick coats are usually sufficient). Prepare the surface well and everything should go fine. I have never found any aesthetic or technical reason to apply a top-coat over the SEM product.
