if it used to completely retract, and you haven't replaced the mast, it most likely is either dirty, scored on one or more sections, or has a slight bend in it. start by cleaning it, use good old soapy water and a rag or sponge, lotta soap and be careful that you don't bend it, maybe soap from the bottom to the top. rinse and try the operation.
if that doesn't work, extend fully and get someting to use as a guid to see how straight it is, a wooden yard stick would work, a metal or plastic level too. if you have a bow in the antenna work it around and carefully flex it the other way. the bow happens from use at highway speed, like a tree in the wind! try operation.
if that doesn't work, look at the sections, usually near the joints to see if there are scoring marks, scratches where the smaller goes into the larger. if so then get some 400 or smaller grit paper and buff them down. do this on section that seems to hang during retract. try operation.
if that doesn't work.... a replacement mast is about $20 from eEuroparts.com and pretty easy to install *if* the previous mast hasn't been broken.
