Squirmy handling?

I've checked the usual suspects, balljoints, a-arm bushings, tie rod ends, etc. Can's seen any spring mount tower movement and the rear upper shock mounts are not rusted. Rack is newish rebuild and not moving on mounts. New koni shocks. Using hankook winter snows at 36psi that are worse/squirmy than summer michelin MXV's, but squirm is still there.
Any ideas? Car tracks straight and will slightly pull to right with cold brakes. doesn't dart, but is SLOOOW to respond and wavers or squirms back and forth after large steering inputs.
