Had this happen on my old 89 SPG... turned out one of the two (sorry, it was a while ago - don't remember if there was 1 or 2 return springs) springs that held up the pedal had let go. Ended up removing the lower dash pad and hooked it back up. No problems 'till it was retired 3 years after.
Not sure but on my old 87T and my current 88 SPG, the lower dash pad seems shorter. Maybe on your 86 it is short as well and you may not have to remove it to access the return spring seat up by the steering column.
