Boost is merely a measure of the pressure in the intake. If the turbo is spooled up but the engine isn't spinning fast, you'll have plenty of boost but no power.
It takes the exact right amount of air mixed with fuel to make the car go. So how do your plugs look? They should be a nice light grey, but I'll bet you see something else - either the harsh white of running lean, or fluffy black of running rich.
The first thing I'd do is pull the spark plugs and examine them for color. And make sure the gap is set correctly. Too big a gap and the engine will misfire under boost. If you're running rich in only one cylinder, I'd suspect a stuck fuel injector. Running rich in all cylinders and I'd suspect a bad Fuel pressure regulator. Running lean - it could be the FPR, or it could be a clogged fuel filter. You'll get fine fuel pressure at idle, but pressure drops as demand increases with RPM. Don't forget to check the air filter - make sure it isn't clogged.
