Are you sure that the car is taking off in first gear? Does it run up through all three forward gears as you accelerate? You may be starting off in second gear.
Premature upshifting is usually related to sticking govenor valves within the transmission. You could investigate the throttle pressure cable but if maladjusted it would typically cause delayed (not premature) upshifts and premature downshifts. Things that can be adjusted on the T37 tranny are; Throttle cable, shift selector mechanism (cable), second gear (front) band and reverse (rear) band clutches.
Before trying to diagnose any such problem always be sure that the transmission is properly filled with type F fluid and that the final drive is filled with 80-90 gear oil (or 10w30) and check that the throttle cable and shift selector cable are properly adjusted. If the selector cable is maladjusted that will soon destroy the geartrain in the transmission.
Given what you've told us I'd suggest that you have sticking valves or a defective torque convertor and, if the problem persists after confirming proper adjustment of the 2 cables and proper fluid levels, I'd examine the govenor. If it's valves are jammed by micro-fragments of steel then you should flush the entire unit and the ATF cooling circuit (and wonder where those fragments are coming from. Maybe the cooler wasn't adequitly flushed before the new unit was installed). You could check the adjustment of the bands, especially the front band, but it would have to be awful tight to cause a second gear take off and a lot of heat would develop when in third gear. A stuck torque convertor stator will also cause your symptoms and lots of heat in high gear. Good luck.
