That is the weirdest thing I've ever heard! :)
Like Hans said, the tach signal goes from the distributor to the ignition control unit (ICU) to the tachometer to the LH ECU.
Is this the original cluster that came with the car, or the one from the 1989 turbo? You probably want to use the one that came with the car - there were subtle changes to the pinout of the cluster connectors over the years, and sorting it out isn't worth it. Besides, you want an external, calibrated boost gauge anyway...
If you pull the distributor slightly out of the head, you can spin it by hand. Turn the key on, and connect a multimeter to the ICU and see what the tach signal output looks like as you spin it. There is a test that describes this basic procedure in the Bentley manual, and where to connect and what to look for. Once you've verified the ICU is good, you can move your multimeter to the cluster, and the ECU. Make sure the signal makes it intact all the way.
Sounds like you may have found your problem though!
