The FPR adjusts the fuel as a function of air pressure in the intake manifold. At high vacuum (engine running, throttle closed), it reduces the fuel pressure. As the intake pressure increases, the fuel pressure increases. That's because at high vacuum, it actually sucks the fuel out of the injector, so the pressure is lower.
The FPR regulates fuel pressure, but fuel is ALWAYS cyling back to the tank. The fuel pump runs and pressurizes the system. The fuel pump doesn't know how fast the engine is running,so it supplies enough fuel for the engine to be running at full speed and full enrichment. At idle, the engine is using a lot less fuel than the pump supplies, so most of it goes back to the tank, engine off or engine at idle.
