Having had something similar happen to one of my 900s, here are two possible answers:
a) Just lucky. It may have been a ham-fisted mechanic who cross-threaded the fasteners.
b) Use the second nut - that's what I did when one of the bolts snapped and I had to drill it out. Unless your 900s last a whole lot longer than ours in the States do or you have them aligned more often than we do, the chances of the next guy having to loosen it are small. (As much as we want our 900s to outlast us ;-) If there is a next guy, hopefully he'll have a mind to take a look inside the wheel well and figure out why the bolt is spinning. :-)
You may want to get new bolts of the appropriate threading just in case the end threads aren't good on the existing ones.
