Being California, there have always been a huge number of regulations guiding salvage yards... People pay a pretty penny to the State for running one of these businesses just to meet CalEPA guidelines and whatnot. It's huge business here. I know of one yard that buys off-duty cars from Hertz for the sole purpose of dismantling them... they go straight from the rental lot to the recycler. That's how much money there is in the business.
It does seem to be unique to California. There is/was a huge dismantler in Arizona that had acres and acres of rare old cars and they recently sold out to a developer as well. I was amazed it happened given what kind of numbers a junkyard can turn. The local Saab/Volvo dismantler has made enough money to buy the owner a 997 Turbo and an E55 AMG concurrently. That's aside from his 300ZXTT and his very nice truck.
