looks very much like an audio signal wire to me, try putting a meter on it
check for voltage first. 12v dc key off, then key on, if nothing try resistance starting from ohms increasing upwards to megohms if nothings there... its connected to nothing... and probably somes aftermarket radio/hifi thats been removed. snipit off and forget about it..just my opinion..cheers
