do the rack, although as tweetie said, 200 if you do it yourself. don't forget to flush the old ps fluid and get an alignment done after replacing the rack.
if your car doesn't have a/c then it's an straightforward job to do the waterpump yourself. if you do have a/c, there's a couple of things more you can do to make the replacement process easier but it is still definately doable by yourself.
you may want to replace the t/stat and flush the system while you're in there just to stave off any other cooling system problems that might occur in the future.
a bentley manual would be invaluable to you, as it is an in-depth repair guide for most things. however, i believe for your car (8 valver?) you need to find a different manual, although i'm not sure on that.
also, as tweetie said, some of the other things are very minor and can quickly and easily be solved, and you can always try cleaning the internal contacts on the relay yourself before searching out another.
if the car is basically sound, there shouldn't be any reason to feel the need to sell it based on basic wear and tear items that will fail over time. remember, the car IS almost 23 years old at this point!
