There's nothing stopping a potential buyer from paying for the extras to make their car look like a special edition model, whether it was done at the dealer or by themselves. If I walked into a dealer in 1991 and wanted SPG panels and SPG wheels on a black convertible, and had the cash to pay for it, there is no way they would not take my money.
You can't fool anyone who knows better that it came that way from the factory, as the dealers also installed plenty of optional equipment/accessories on new car purchases.
There also were special built cars for high up executives at Saab, but without proof it was done at the factory or at the dealer level, it would be pretty hard to justify paying alot extra for it. If it was done at the factory level, the build sheet would be the only proof I would accept.
