all of those could be, but I'd also add the radiator. If your car has been good recently in similar situations, temp no more than 60% or so, and if the fans are turning, then most likely thermostat failed, it happens fast. if the fans are not turning then them. if the car has been getting pretty close to "too hot" in similar traffic then I'd say it's more likely the radiator. if at speed the car still runs a little warm, and you can influence the temp by going a little slower to keep it cooler, it's the radiator.
The car should not need the fans at any near constant speed over about 35 or 40 mph.
If the thermostat fails, it will overheat no matter how fast or if the fans are working.
I would change the thermostat as a matter of course after an overheat.
Depending upon how much you overheated (any water left?) be prepared for a head gasket job next.
