I don't think oil temperature is the issue. Viscosity and lubrication are the desired properties. Oils can eventually lose lubrication when temperatures get too hot for too long. And trust me that takes a *lot* of effort in a modern-ish car.
The really hot parts of a car have the most cooling (heads,etc.) Even the hallowed VW air cooled engines had the maximum amount of cooling via careful engineering that increased surface area of the heads and piston barrels (which are exposed and heavily finned.)
And yes, turbos run very hot but are also heavily cooled. In the case of later model turbos, there is both oil and water cooling. Coking occurs when people do not let there turbos cool down by idling the car for 30 seconds or so after driving.
As far as the oil filter goes, it just filters out large particles (dust, dirt, metal powder, etc.) A new filter doesn't rejevunate the oil. If that were the case, we would not have to change oil, just the filters.
