The cars can plainly easily do it. And at the clip needed to get there, most of those miles went on while the undercoat and paint were still new and very rust resistant. Cars rust more from age than from miles on the road.
And the tranny may not have been perfect but they can run on and on while whining and plainly in trouble.
The odometer would have racked up lots of those miles while its plastic was still new and all its internal lubrication was still working. And if he was getting mileage he had the incentive to get it repaired promptly if it ever quit.
Then again, if he was being reimbursed at a generous mileage rate, maybe he had to claim the million miles on the car to justify the slips he's been turning in all these years.
Gee, no inspections. What's the matter with the rest of the U.S.A.? I bet there's no indication of any of those older Wisconsin cars causing accidents or hurting their occupants, either. People may be fools but when things get shaky, as in his case, they put them on the shelf.
