Hey you know that guys who own old air-cooled BMW motorcycles (like my '75 R90/6) call themselves "airheads". It works on so many levels. But I digress...
That certainly sounds like a sticky govenor valve but you should really try loosening the throttle cable first. Make sure that the cable is sliding freely and then put a little more slack in it but note the original position so that you can return to it if needed. Does the tranny upshift from 1-2 at about 9-15 MPH with light throttle pressure, that is, just enough throttle pressure to keep accelerating? If so then you probably don't have a govenor problem. You may have a sticking throttle pressure valve or a binding throttle pressure cable. To check for that disconnect the cable at the throttle body and retract the inner wire and release it repeatedly. You should be able to feel the valve bouncing over the lobes of the cam as you draw out the inner wire and it should snap back fully when released. Keep in mind that sometimes a cable binds depending on its position so move it around as you test it.
The govenor is accessed through the rear bottom pan. You just unscrew it and remove it, note the orientation for reassembly. Erikkson Industries may be willing to sell you a good used govenor assembly. If it's binding beacause of fine metal fragments in the valve then there are other ramifications of course and the new valve may bind up soon after installation. There are other things which can cause what you describing but start with the easy stuff and keep a good thought. Hope this helps, Good luck.
