You can get to the cable by removing the left speaker and reaching in to disconnect the cable from the back of the speedometer. A mirror helps you see what you are doing. The cable connector is held by flexible prongs on each side. Pull them back and the cable connector will slide right off.
When free, move the cable close to the speaker hole and you can put some lube down the cable. Graphite lube is probably best, but I have used light oil with no problems.
Also check that the other end of the cable is secure at the trans. The gear at the bottom of the cable can wear out, so you might check that if the growl is not cured by the lube.
