The vacuum from the throttle barrel increases the advance on the distributor when a specific -psi amount is reached. I don't know what that -psi number is. What I do know is that the distributor also has an internal vacuum advance mechanism, which works by centrifugal force. Again, I don't know at what RPM the unit advances the timing, nor do I know how both systems work in tandem, or if one advances more than the other. My guess is once the engine is turning beyond a set RPM range, the distributor is locked into it's extreme advance setting by the internal mechanism. Timing advance is necessary for optimum fuel milage. Closing that vac leak may or may not have helped the fuel milage. Colder temps certainly does help with fuel milage. It has to do with air volume density and increasing combustion pressures.
I doubt the dist vac line has anything to do with your vac cannister losing suction since the vacuum hose connected to that cannister is always open to atmosphere via the throttle body connection. If your cannister is losing it's suction after a minute, that suggests you have a leaky cannister cap. It's common as they age. It may not be of a size to be a problem, but some feel that any size vac leak is too much.
