Test out the touch-up paint color to be sure it's going to match. I would remove/grind away as much rust as possible, then feather back the paint all around. If there's any filling to be done, do it on a surface that's structurally well adhered and won't delaminate over time. Sand the area to blend it well. Add more filler, sand, add more filler, get it nice to the touch, apply primer, sand, apply primer and when you're satisfied, spray the top coats of paint/clear. Allow some time to dry. Wet sand with 1000 or finer grit and buff out the area. If you took any short cuts, the defects will show up now. Repeat all steps above as you feel is needed. Only you will know your tolerance for mismatch and waviness. Beware....thumb nails will become baseball sized before the whole job is complete.
