If I were looking for a convertable that was a Saab, I'd say that price is way out of line. You can buy newer cars for less money.
'94 was the last year of the old body (OG) style 900, available in convertable only. The '94 sedan had already gone over to the new body style. As OG (Old Generation) 900s go, it was pretty decent. But it is based on a 15 year old chassis (1979 900), based on the 25 year old 99.
It comes down to intrinsic versus perceived value. Intrinsic value is related to how useful/practical/good something is. In terms of reliability, features, simply driving around with the sun in your eyes, a newer 900 convertable is a better car. There may be some argument there, but newer 900CVs are available for $6K. As an example, just about any car from 1995 does a better job of getting you around in comfort and safety than a car from 1963.
Percieved value is from added intangibles - style, class, nostalgia, whatever. I can out run and out handle a 1960 Ferrari with a 2000 Toyota, but that 1960 Ferrari will bring 50 times the price. Yes, it is rarer, but rare only adds value if somebody wants it. But there is a cool factor that some folks will pay for. Percieved value is why folks will pay $50K for a 1957 Chevy sedan, a car that can be out-everythinged by just about any car today.
So if you want to have the last year of the OG 900 Convertable, and this one is cherry, then 12K is not out of the ball park but pretty darn high. If you're willing to get something with a few more miles, maybe in worse shape (or better, who can tell from pictures?), you can get a ragtop for a lot less.
