Those screws are self-adjusting, so if they're too close now, they'll be too close later. It's pretty important to be careful backing the piston out. I tend to unscrew it a half a turn at a time, in between pushing the piston back. They can strip out easily. Are you doing this adjustment with the parking brake cable disconnected? That will help you tons.
When everything is properly adjusted, you should be able to spin the rotor freely by hand. The pads should drag so little that they don't slow it down for over a full turn.
Also, if your worn-out rotor is dragging for only half or a quarter of a turn, the rotor is warped enough that you can't adjust the piston close enough for the parking brake to do anything. Replacing the rotor is about all you can do at this point. If you take your foot off the brake and hear clunking noise every rotation of the wheel, your rotor is (literally) toasted.
