Sounds weird, but I wouldn't freak out too much. Probably whatever you're hearing isn't the fuel pump and isn't anything to worry about.
Just first start with GOOD tests for the basics - - spark and fuel. If you have a timing light, clip it onto one of the spark leads and hook to battery and hold the trigger with a rubber band and point it into windshield so you can see it while cranking. If it flashes you have spark. There's other tests for spark but this is bright enough to be seen easily and is my favorite.
If no spark then you'll need to figure out why.
If spark, is there fuel? Loosen a fuel system banjo bolt and crank car, and if it spurts out, you have fuel too. Then you'd really have a problem. If no spurt, no fuel.
But remember, if no spark you'll get no fuel either. So do a good test for spark first of all.
Good luck, it must be frustrating.
Maybe a small wire somewhere got strained internally in pulling and replacing head, and is broken tho it doesn't look it.
